UK, Malta Gaming Regulators Join Forces in New Partnership

In a new effort to strengthen consumer protection and enhance regulatory oversight, the UK Gambling Commission (UKGC) and the Malta Gaming Authority (MGA) have formalized their partnership by signing a Memorandum of Understanding (MoU). Announced this week, the MoU sets the stage for improved information sharing between two of the world’s most influential gaming regulatory bodies. Through this partnership, both organizations aim to raise industry standards, tackle criminal activity, and better safeguard consumers and vulnerable individuals from gambling-related harm.

One of the core goals of the MoU is to facilitate intelligence-sharing that will enable both agencies to take proactive measures against issues affecting consumer safety. These include illegal activities such as money laundering, fraudulent gambling operations, and other forms of criminal exploitation within the gaming sector. By pooling resources and knowledge, the UKGC and MGA aim to tackle these risks more effectively.

The UKGC and MGA’s commitment to protecting consumers aligns with both agencies’ long standing focus on minimizing gambling-related harm, particularly among vulnerable players. The MoU is expected to facilitate a streamlined approach to regulation, helping both organizations enforce responsible gaming practices and ensure that operators adhere to the highest standards. The partnership with the MGA arrives as the UKGC embarks on an ambitious study of the black market in gambling—its first such study. Aimed at quantifying the scope of illegal online gambling activities in the UK, the research project will also explore ways to scale the UKGC’s monitoring capabilities in tracking unregulated gambling operations. As part of this initiative, the Commission seeks to better understand the underlying factors driving illegal gambling, including why consumers may choose to engage in unlicensed platforms over-regulated ones.

Scheduled for release in late spring 2025, the study is intended to serve as a benchmark for the Commission’s future work on curbing the black market. Data gleaned from this research will offer insights into the nature of the problem, including how many UK residents are participating in illegal gambling and what types of unregulated activities are most prevalent. The results will also support the UKGC in identifying vulnerabilities within its current framework, which the collaboration with the MGA can help address.

The UK-Malta partnership marks a growing trend of cross-border cooperation in the global gaming industry, reflecting the increasingly international nature of gambling operations. Both the UK and Malta host some of the most significant gaming operators worldwide, with Malta, in particular, serving as a hub for numerous online gaming companies.
