In April 2024, the Illinois Gaming Board’s monthly report revealed a decline in casino revenue, totaling $136.6 million, marking a significant drop of over 10% compared to March. This downturn is part of a broader trend affecting casinos nationwide, typically experiencing a lull in April following the heightened activity of March.

Factors contributing to this decline include player fatigue and reduced enthusiasm for sports betting post-March Madness, which resulted in a quieter betting environment across Illinois. Despite the decrease in earnings, the state managed to collect $31 million in taxes from April’s gambling revenues, crucial for funding various public services and infrastructure projects.

Out of Illinois’ 15 casinos, 14 reported revenue decreases compared to March. Interestingly, Harrah’s Metropolis Casino bucked this trend with a modest increase, standing out among its peers in the state’s gambling landscape.

Rivers Casino maintained its dominance as Illinois’ top gambling venue, posting substantial revenue of $42 million in April despite facing challenges similar to those of other casinos.

The Illinois Internet Gaming Act, a potential game-changer currently under consideration in the state legislature, could significantly impact the state’s revenue. This legislation aims to legalize online casino gaming, a move that could build on Illinois’ successful establishment as a top-three online sports betting market.

Under the proposed bill, each of Illinois’ casinos could partner with up to three online casino operators, with a competitive tax rate of 15% on online casino revenues designed to attract significant industry investment.

Analysts project that if the Illinois Internet Gaming Act is passed, Illinois could swiftly emerge as the leading online casino market in the United States, potentially challenging Pennsylvania’s current top position. This underscores the importance of the legislative changes and the potential for increased revenue.

Looking ahead, Illinois lawmakers anticipate a potential uptick in casino activity during the summer months, traditionally busier for gambling establishments. Despite current revenue challenges, policymakers remain focused on diversifying revenue streams beyond traditional casino operations to sustain economic growth and fiscal stability.

While Illinois’ casino revenue declined in April compared to March, the state’s gambling industry continues to navigate seasonal fluctuations. The potential legalization of online casino gaming presents a substantial opportunity for Illinois to strengthen its position in the national gambling landscape, offering prospects for increased revenue and economic expansion.
