European Casino Association Shows Support For EU-Wide Gaming Oversight

The European Casino Association (ECA) has launched a manifesto calling for stronger regulatory measures across the EU to combat illegal gambling and support licensed land-based casinos. This initiative aligns with the EU’s policy agenda for 2025–2029 and highlights the economic and social contributions of the regulated casino industry.
At the heart of the manifesto are three strategic priorities: Support, Protect, and Promote. These pillars emphasize the need for robust enforcement against illegal operators, enhanced consumer protections, and policies that foster economic growth within the licensed casino sector.
The ECA estimates that unregulated gambling generates €32 billion ($US 33,27 billion) annually in online revenue and €10 billion (US$10,40 billion) from land-based operations across the EU. This activity deprives governments of over €10 billion (US$10,40 billion) in tax revenue and undermines the integrity of the gambling market.
ECA Chair Erwin van Lambaart underscored the urgency of these efforts, urging policymakers to collaborate with the association. “This document reflects our commitment to supporting the EU and Member States’ efforts to uphold a regulated and responsible land-based casino sector,” he said. He called for action to safeguard the industry from illegal operators while boosting economic development and protecting consumers.
A significant focus of the manifesto is combating illegal gambling, which often bypasses regulatory safeguards and exposes players to financial risks. The ECA supports implementing the EU’s Digital Services Act to prevent the promotion of unlicensed gambling through online platforms. Additionally, it calls for strengthening Europol’s role in tackling financial crimes tied to illegal gambling networks.
The manifesto also highlights the need for stricter anti-money laundering (AML) regulations and more effective enforcement mechanisms. These measures aim to protect member states’ financial systems and ensure licensed operators maintain high compliance standards.
Beyond regulation, the ECA stresses the economic value of licensed casinos. Members of the association collectively employ thousands of people across Europe, contribute significantly to national GDPs, and stimulate local economies through tourism, job creation, and cultural initiatives. These contributions underline the importance of preserving a well-regulated gambling sector as a driver of economic growth.
In November 2024, the ECA expanded its strategic supplier partnerships with Aristocrat Gaming, IGT, Light & Wonder, and Novomatic. These collaborations aim to improve security, promote responsible gambling, and elevate industry standards.
